[MDC-67] Persist /etc/simet/ on sysupgrade

[MDC-67] Persist /etc/simet/ on sysupgrade

Install a /lib/upgrade/keep.d/ file that instructs sysupgrade to persist
/etc/simet/ by default.

We will use this to move non-UCI SIMET-related configuration out of
/etc/config/.
